Lead Poisoning: Federal Health Care Programs Are Not Effectively Reaching At-Risk Children, Bernice Steinhardt, Committee on Government Reform, House of Representatives, 1999

A Government Accountability Office (GAO) study determined that children serviced by federally-funded health care programs remained at higher risk for lead poisoning despite government intervention and were not being screened enough. The report of findings described a lack of program oversight and barriers to follow-up testing and care as factors.
