noting that the Cook County Graduate School has been giving two-week courses in upper gastro-intestinal endoscopy for 25 years, and that his situation merits special consideration as Goel is practicing away from a big medical center where there is no gastroenterologist and no local opportunities for training in the endoscopic field, suggests that he contact the dean for information and essentials
