coordinator of health services, State of Illinois, Office of the Governor, responding to Snoke's letter, saying he is disturbed that Snoke has "no confidence" in the temporary plans or people to be involved in meeting the medical needs of people in Cairo, Illinois, and suggesting that they can meet "if your price is not that we erase all that has been done and start over again with time-worn techniques which have already failed"
